This was a really thoughtful balanced piece. I think you can also get the sense of what some communities are wanting also by what they're currently doing (if they're already doing projects). Just recently I lived in an area in my city that's close to the cbd and a thriving art precinct. It was side by side with communities that struggled with adequate housing and supports and interestingly more wealthy city working people. There were groups there who engaged the community on fabulous art projects and community events that reflected the vibe of the growing community. That made all the difference and made the place even more distinctive.
