It's such a complex web driven by the consumer wanting a plethora of cheaper clothing options and the issues you articulated. Don't judge me but I do love op shopping and this is not something I necessarily do to save money. One of the driving reasons is to do my bit to reduce waste and not be another cog in the wheel of the fast fashion machine. If I happen to buy clothes from an op shop that would have been made in the poorer countries, at least it's being reused and not being tossed away.
